European Green Capitals

Since its creation, the European Commission’s European Green Capital Award has been awarded to cities with more than 100,000 inhabitants that have promoted smart territorial planning policies and adopted solutions to make urban areas more environmentally friendly, as well as to develop a sustainable economy and guarantee satisfying life standards for their residents. As an initiative of the French Ministère du logement, de l’egalité des territories et de la ruralité, the EcoCité, ville de demain program promotes the cooperation between local administrations in order to address environmental and ecological issues and allocates ad hoc funding besides formally acknowledging outstanding environmental performances. From December 2015 through September 2016, some of the leading cities in urban transformation that have won the title of European Green Capitals (Hamburg, Nantes, Bristol, Ljubljana, Essen) since 2010, or have been declared Ecocité (Grenoble) contributed to the study days of the seventh edition of the “Barbara Cappochin” International Architecture Biennale. By reporting on their processes and the crossdisciplinary contributions provided by academics and representatives of research centers and Italian institutions, this book illustrates the strategies and good practices that have led several European urban regions, sometimes far away from the major centers of continental geopolitical interest, to become beacons of innovation. While these cities and their current layouts would not exactly provide opportunities for exploration, they nonetheless exemplify bold longterm planning skills and strategic vision, which are the ingredients for any believable process of actual regeneration of the urban building fabric and territory.

Giuseppe Cappochin (1949). He is an independent architect based in Selvazzano Dentro (Padua), deals mainly—albeit not only—with regional and urban planning. He has developed numerous Regulatory Plans, Regional Plans and Intervention Plans, as well as planning rules and regulations (Detailed Plans, Parcelling Plans, Restoration Plans, Public Building Plans, Planning Agreements, etc.). Some of the most important have included: the Province of Padua Regional Coordination Plan, as the expert on the residential and industrial settlement network; the Metropolitan Community of Padua Intermunicipal Regional Plan, encompassing sixteen municipalities in the urban outskirts in addition to the Municipality of Padua (planner and coordinator); the City of Treviso Regional Plan (chief planner). He is the chairman of the National Council of Architects and Planners and of the Barbara

Massimiliano Botti (1971). He is architect and lecturer in Architecture and Composition 1 at the University of Brescia. He has several publications to his name and has taken part in international conferences. During his busy career he has worked on numerous projects, including the Cittadella della Giustizia, the port authority headquarters in Venice, the restoration of the former district court of Sacile and the Esperance airport in Saint Martin Island (French Antilles). He is a member of the editorial board of the serie Expectations for LetteraVentidue.

Giovanni Furlan (1969). Architect and lecturer in Architectural Design at the School of Engineering and Architecture of the Alma Mater Studiorum, University of Bologna. He has several publications to his name and has taken part in international conferences. During his busy career he has worked on numerous architecture projects, exhibited at the 2006 Venice Architecture Biennale, at the Bienal Internacional de Arquitectura de Buenos Aires (Argentina) in 2009 and at the 2010 Quito Pan- American Architecture Biennale (Chile). He is currently a member of the technical committee of Anfione e Zeto magazine.

Sergio Lironi (1946). Architect, designer of many projects of public housing made in keeping with the principles of bio-architecture (Expo 2000 award, Bio-construction for a sustainable city, Ente Fiera Trieste) and various urban renewal programmes, including the Contract of the Savonarola District in Padua, involving experimentation with concrete application of the principles of urban ecology and participatory urbanism (inserted in the Best Practices Database UNCHS - Habitat in 1998, and European Solar Prize 2000 of Eurosolar). He has written many articles for magazines on ecology and architecture. He has published: Nuove forme dell’abitare (1990); Ecologia dell’abitare (1966); Progetti per una città sostenibile (1999); Alchimie Urbane (2001); Ecopolis: Bioarchitettura ed Ecologia Urbana (2011). He has worked on the preparation of the volume Eco-Quartieri: Strategie e tecniche di rigenerazione urbana in Europa (2014). Founder and President of Legambiente Padova from 1985 to 2008, he is presently the Honorary President of that association.
